The current legislation states that you only need a current year Coggins test if you plan to show, sell, or bring a horse across state lines. If you had your horse tested last year and all you do is trail ride, you do not need to have your horse tested this year. Your horse does not need to be tested to leave your property - many of us worked very hard last year to have that requirement removed from the law. But they want every horse tested once between January 1, 2001 and April 30, 2002. The maximum fine for non-compliance is $100. The MDA may be doing spot checks at auctions and shows but they do not have the manpower to go door-to-door or chase down trail riders. Fyi, out of the 90,000+ horses tested in 2001 they only found 16 positives. Most of these horses were singles in established herds - one was in a herd of 96 - and they had not infected any of their pasture mates. Inapparent carriers do not have high levels of the virus in the blood and are not that infectious. So I am not worried at all about EIA - but I am concerned about West Nile virus.

Thank for the answer, Al..I have the law in front of me.One thing I have found is its all in how one interpets it.It is confusing to say the least.... At our Great Lakes Distance Riding annual banquet our vet rep stated that the law stated public events and our trail rides(distance) were excempt from that and left it up to ride managers. But it was suggested to be on the safe side one should get a current Coggins and I was just wondering what the requirements were for MTRA. Appy Riding!!!

Jan, I believe #2 would apply. "Equine entered into fairs, exhibitions, or similar events must test negative for EIA prior to the event within the current calendar year." The way I interpret the wording is that if you own a "pasture ornament" you have to get it tested one time. If you take your horse off yur property, it must be tested each calendar year. If I am mis-understanding this, I hope someone will clarify further.

Thanks for the Coggins law update. Am I wrong in assuming that we do not need a CURRENT test to attend MTRA rides if we have the one time test taken last year and if we live in state???All my horses have their test from last year..do I need a current one to attend the Blossom ride? If you have read the article below, I think it is time to discuss it. The way I read it, all horses in the state must be tested one time. This is to determine which horses are infected. After this one-time test, you would only have to have a yearly test if the horse left your property. This would include our trail rides. Speaking only for myself, I would not want Primo exposed to EIA from a horse whose owner failed to comply with the requirements. I would hope that anyone attending the rides would take the time and minimal expense to ensure that their horse is EIA free.

Equine Testing Requirements Revised Effective June 29, 2001 Michigan horse owners will now have until April 30, 2002 to get a one-time mandatory Equine Infectious Anemia (EIA) test of their animals. Due to the one-time mandatory test, annual testing is no longer required and the provision requiring a negative EIA test prior to travel on or by a public roadway has been removed. Changes in the requirement will help Michigan horse owners more easily comply with the law and help ensure that Michigan's equine population is protected against this disease. Equine Infectious Anemia affects equine only and cannot be transmitted to people or other animals. Other provisions in the law, except for foals under six months of age and nursing, include: 1. Equine entering Michigan from another state must test negative for EIA prior to entry within the current calendar year. (Current calendar year is defined as December 1 through the end of the next December 31.) 2. Equine entered into fairs, exhibitions or similar events must test negative for EIA prior to the event within the current calendar year. 3. Equine entered in sales or auctions or changing ownership must test negative for EIA prior to the event within the current calendar year. 4. Equine tested to comply with any of the above requirements will also satisfy the one-time mandatory EIA test requirement. 5. Equine not tested under any of the above movement or exhibition requirements will simply need a one-time EIA test before April 30, 2002. Equine tested from January 1 through June 29, 2001 will meet the law's one-time mandatory testing requirement.

EIA testing. For anyone still unclear about the changes in the law, you can go to mich.gov\mda then click on farming, then click on crops & livestock, then click on equine infectious anemia. This will give you the new law, along with a list of horses found to be positive, and their disposition.

Howdy all- I have been a MTRA member for two years now, and planning on riding the shore to shore the second half of June. I've horse camped for years, but this is my first shore to shore. Regarding increased costs for county/state/federal parks. One of the possible reasons was brought up at last year's MHC trails seminar held at 4Mile Camp. Since the 9/11 incident, there is now a requirement to secure all public water sources. That means, the hand pumps and easy accessibility at the camps, will have to change - at that is going to mean some costly changes. I don't remember the deadlines for this action. Another problem is that recent federal legislation (12 - 18 months ago) has caused significant cutbacks on the accessibility and use of roads within federally controlled (not sure that's the right term) properties. It's a cost-cutting function - by reducing the amount of accessible land and the roads to get to and service / maintain that land, it will save the government money. I am sure that this, and similar actions, are affecting all public land use. Which is why there is such a need for a focused task force to work FOR equine land use. As I've said before, mountain bikers work together as a group and are very active in all levels of government to get what they want. The equine industry needs to do the same to get is's share of federal/state/county/ and local tax recreation money.

On the price increase for the use of trails for MTRA...As we live only about 6 miles from the Indiana state line and use alot of their trails also, we got a shock a couple of weeks ago about they're closing of the horsemens camps in a number of their State Parks, due to cost of maintenance, etc. They were closing one campground over a $8,800. maintenance cost overrun. Indiana Trail Riders, assoc. went to work and got private donations to keep it open this year, but who knows in the long run. It seems that lobbyists for the Sierra Club and so forth are getting their way on trying to kick the horsemen out of State and National Parks and forests. Seems to be the case in Ohio and and Illinois as well as Michigan and Indiana. Indeed it is time to write and lobby our state governments on behalf of the horsemen if we want to keep our trails. The Indiana DNR was also citing the reasons for closing the parks weren't being used to the fullest by the horse campers, and weren't bringing in enough money to cover costs. If it takes a couple of bucks a day extra a day to keep the Michigan trails open, I say go for it, especially if the other option is to close them.

Hellooooo out there, is there anybody in the saddle??? Is there anything under the cowboy hat???? Doesn't anyone read the MTRA newsletter? It was announced that the Michigan DNR has increased our daily camping fees from 50 cents/day to $3.00/day. People, this is a 600% increase. If I do the math correctly with the info from the newsletter, the MTRA used to realize $2.50/day and the DNR 50 cents/day. Now it will be $3.00/day for the DNR and $2.00/day for the MTRA. The way I see it, the MTRA just lost money and the DNR is making oodles more. It is costing us more to ride and we are doing it at a loss. What additional services are the DNR providing for us due to the fee increase???? We clean the trails and the camps, using our labor, materials, and equipment. I realize the DNR provides toilet paper and empties the dumpsters, but get real, a 600% increase???? I urge all trail riders to contact their State Representatives and protest this increase as strongly as they can. Their e-mail can be found under Michigan State Government. Am hosting a hoof care clinic with Martha Olivo on March 23 & 24 in Three Oaks Michigan. Martha is a Certified Hoof Care Specialist and has studied both in the US and Germany. She was a farrier for 25 years before committing herself to the natural trim and has helped many many people bring their horses back to soundness without shoes. This clinic would be of special interest to those with navicular or foundered horses. There will be 3 sessions offered over the weekend - Session 1 includes a lecture on the physiology of the hoof and hoof mechanism. She will explain how the whole horse trim facilitates the ability of a horse to regain and maaintain soundness. Session 2 - Martha will demonstrate the whole horse trim and dissect a cadaver foot. This session is designed to facilitate a deeper understanding of the hoof physiology and to demonstrate hoof mechanism. Session 3 is designed to further the practical knowledge and participants will learn and refine their skill of the trim on either live horses or cadaver feet. Wanted: I am looking for a good/great gaited trail horse. Must be slow and easy not hot and goofy. Must be good with others in the herd passive not dominent. It can be a mare or gelding. Prefer MFT but will also consider spotted saddle, and TWH or racking. I am a beginner gaited horse person so I nedd a horse that will be forgiving and can teach me. The prices should be under $3000.00. I am looking for a horse that I can take to clinics and have fun with as well as trail rides. One that comes off the trailer (must be a good traveler) and does't spend energy whinnning and acting studpid, (Iam too old for that stuff). Also, asking for a guarantee for 30 days, for soundness, and sanity (based on my definition of sanity). It's a tough bill to fill but if your honest and have an honest horse it shouldn't be too bad. Jilian - I'm not going to do the math... The money that is spent on administrative costs - is going towards lobbying, PR, etc., etc. and is considered money spent for a services. It's spent for information and research gathering. It's spent on paying someone to "schmooze" with all the right people in order to get the ear and favorable attention of whatever officials it takes to make equine industry better in MIchigan - from the one-horse boarder to the completely $$ broke breeder - and everyone in between. As an accountant - you are paid for your services rather than a "product" per se. Don't you have to spend money on paper supplies? On pens, computers, and research material/ educational material to keep yourself current with the latest accounting laws and techniques?

At the seminar they talked about hiring one person, setting up an office, doing an economic impact study, increasing the number of horse owners and granting money for trail and facility improvements, extension and education and equine health research. I got the impression they liked the North Carolina method of raising the money but had different ideas about what to do with it. Were you those people on the left side of the room at the seminar?

I read that NC page. Total up the administrative, office, and salaries line item expenses along with capital reserves that were not spent and it totals to almost SEVENTY (70) per cent of the total revenue that was NOT spent on the intended recipients. I'm an accountant and the figures posted on that page are very vague and NOT in accordance with Generally Accepted Accounting Principles. Not that they are required to follow the standard on a web page but why not? Its tax money and the public has a right to know. This isn't Enron!

I think you should check the facts a little before you start speculating what these people can/can't do. In response to Greg's post below...I don't think that EIPGM believes that $50,000 per year is an unreasonable salary for what they are expecting this person to do. If you look on the EIPGM web page under "Potential Benefits" (which actually reads more like a list of goals and objectives) they expect the Director to be a liason, a lobbyist, a P.R. person, a web master, a movie director, and an accountant. If they are able to find one person with all these qualifications, experience, and political connections they won't come cheap. The EIPGM uses North Carolina as an example of a model program. In N.C. the funds are collected by the Dept. of Agriculture. Their Horse Council then allocates the funds to segments of the horse industry. They have a trail coodinator, a lobbyist, and a lawyer on their staff. Maybe N.C. feels they need a bureaucracy to manage promotion of their horse industry, but does Michigan?

I attended the EIPGM meeting at the Expo on Saturday. I was interested in the video that the Florida Promotional Group has produced. My mom lives in Florida and says they run that ad on her television stations. The EIPGM is talking about making a video promoting the Michigan Horse Industry. They are also discussing putting up billboards along highways to promote the Michigan Horse Industry. If you notice, the key word in their name and in all their statements is "promotion". This group has no intention of giving money to trail groups for construction or maintenence of trails. They have no intention of giving any money to show or event facilities for construction or maintenence. Their purpose is to promote. They want to tell other people in other states to bring their horses to Michigan and take advantage of our facilities. Mary Rossano also said in the meeting on Saturday that their purpose was to encourage more horse ownership in Michigan. Personally, I feel they are very careful about how they say things, trying to keep us off guard and unaware of their true mission. Perhaps someone should ask them what their mission statement is or at least what they think it would be if they had one.

I was part of a group that attended the EIPGM's seminar at the Expo this Saturday. We tried to get them to answer detailed questions about what the money would be used for. They still don't have a clue what they are going to do with the money if they get it. The only thing they could tell us for sure was that they would be paying an estimated $50,000 salary to someone to manage the fund. One of the other states they used as examples has three paid staff, one full- time and two part-time. If they go that route, by the time they pay the staff and pay for office space and other administrative fees, there won't be any money left. When we pressed harder for information on what percentage of the money would go for trails, event facilities, etc., they would only say that the money would go to the largest group of horse owners with the greatest need. I would personally rather donate my money directly to the trails and activities that I participate in. The MHC has not convinced me that this tax proposal is going to benefit me as a horse owner in any way, shape, or form.

I agree with Gabz. The cost is low and the benefits are aimed at the level of the back yard horse owners who want to be sure they will always have places to ride and keep horses. As I understood it part of the money will be dedicated to trails. We all know the state is broke and won't pay for our trails. The user groups that have money will get more from the state than the ones that don't. MTRA and its members would gain a lot from this funding.

Based on 5 pounds of pelleted feed/grain a day per horse, 2000 pounds lasts 400 days. So, we're talking about $2 per horse per year to fund a COMPLETELY new agency to help horse owners and businesses. Some of the folks at the seminar felt that maintaining zoning or land use for horses were not an issue - but many of us in urban areas didn't think it was such an issue either, until hundreds of acres of farm land keep getting gobbled up and turned into housing developments. MHC cannot do what we need. That organization are restricted by the IRS requirements/stipulations. If so many are unhappy about what MHC can and cannot do, then you SHOULD support for the EIPGM. Having a paid administrator - a professional who isn't doing it on a voluntary, part-time basis, is what Michigan horse owners need. Until the EIPGM is instituted, it will continue as an ad-hoc group of MHC; If and when it is voted into existence, it will be an independent "agency" so to speak. If "we" (horse owners) don't want representation, then don't vote for it. If you DO want representation - like the Mountain Bikers have and similar organizations - then support the creation of the EIPGM. Nothing against mountain bikers, but the southern part of the state is well aware of how many miles of trail that have been developed and/or taken over by this group - simply because they are organized and politically active. AND - EIPGM is NOT just about trails and green space. There are NO adequate show grounds in Michigan that can serve a large venue. How many of us must travel out of state in order to compete at higher levels? Michigan really does have high equine breeding and training businesses - how much better could they be if they were promoted and advertised on a national level? How much better business would they have if they had more & larger shows to exhibit at? The Michigan Intercollegiate Horse Association (High school Equestrian) is limited to using the State Fairgrounds - which are woefully inadequate and sub-standard, because there isn't any other show grounds that can provide enough stabling, practice ring, or arena space. This is simply HIGH SCHOOL teams - we're short-changing the future of Michigan horse people. The State Fairgrounds has any large group over a barrel in regards to what they can charge. Providing show grounds with arenas big enough for 6 and 8 horse hitches is difficult too. All I'm asking, is look at the web page - email questions and concerns to the eipgm email address and make an informed decision.

I was at one of the EIPGM's seminars at the Expo this last weekend. They are the ad-hoc group of the MHC trying to push this "tax" on horse feed. They claim they have conducted a survey and have received very little negative feedback on their proposed plan. I am active in several trail clubs and have found very few people who support this "tax". We all need to contact EIPGM and let them know how we feel about their proposed program. Silence will be interpreted by them as support. Please e-mail EIPGM at eipgm@yahoo.com and let them know whether you do or do not support a "tax" on horse feeds and supplements. Make sure you include your name and address. I know that our legislators do not give any credibility to e-mail that does not include a name and address - EIPGM may be doing the same thing.

These MHC people have no vision. All they want is tax money from us to pay for salaries and offices. Their track record is abyssmal in preserving the horse industry in Michigan. They run a third rate expo from which they rake in a quarter million dollars a year but that's not enough. They want more. Several of the MHC bigshots don't even own a single horse and many of them haven't been on the back of a horse in years. It is not a true representative organization of us at all and I won't give them a dime of my money.

I saw the seminar at Stallion Expo and was told by one of the speakers that the fee on wormers was an idea they put out for consideration. It was rejected later in favor of the assessment on feed. There are no current plans to ask for a fee on wormers. If the assessment on feed is voted in by the majority of horse owners it will not be subject to change without another vote, and they specifically said there was no way it could be increased after the vote was taken. These people have a lot of vision for preserving our way of life. I would gladly pay 5 cents per bag of feed to accomplish that.

I first heard of the EIPGM a little over a year ago when I attended a couple meetings of the Equine Advisory Committee. These meetings were run by Dr. Steve Halstead of the MDA and was held at the Harness Horseman's facility in Lansing. Ron Nelson from the Michigan Farm Bureau was also an active member. At that time, this group was talking about adding $1.00 per tube to wormer to fund the EIPGM. Because I was more concerned with the EIA law, this issue was forgotten about. The next time I heard of EIPGM was at the November meeting of the MHC. At that time, they were talking of adding $2.00 per ton to commercial horse feeds and supplements. At the December MHC meeting, I asked the following questions of Mary Rossano. Her response follows the questions. 1. Who exactly does the EIPGM represent? They are an ad hoc committee of the MHC. 2. If a referendum vote on the proposed "tax" assessment held, who is going to pay for printing and distribution of ballots? That has not been decided. 3. How will you ensure that all horse owners in the state are informed about this proposal and have the opportunity to vote? We will place articles in the Equine Times and other publications and we will have information at the Expo. 4. What percentage of the extimated $250,000.00 collected from us each year will be used to manage the fund (salaries, office space, and other administrative costs)? We estimate that 20% to 25% of the funds collected will be used for administrative costs. At this point, Jack Matthews stood up and said he felt that it would take more than that. He said he felt that many organizations that failed, did so because they did not budget enough for administration costs and relied on volunteer help that did not stay motivated. 6. Will the proposed "tax" assessment on horse feed and supplements be fixed or will it increase every year? We plan to collect the same amount for the next three years. If after that time we find we need more funds, we will have another referendum vote befor increasing it. 7, What specific programs do you have planned that will benefit recreational and hobby horse owners? Money will be available on an "as needed" basis. Organizations in need of funding can request funding from us. 8. If people choose not to participate, can they get their money refunded? How? Yes, people can get a refund, but we do not know how yet. 9. What is the first thing you plan to do with the money you collect from Michigan horse owners? Cunduct a census in order to have an accurate picture of the numbers and locations of all the horses in Michigan. Since that meeting of the MHC, I have come up with the following questions that I think horse owners in Michigan need to have answered. I will be asking these questions at the meeting at the Expo on Saturday . 1. Who is going to manage the fund? 2. What criteria of qualifications does a person have to meet to manage this fund? 3. What percentage of the fund will be spent for the harness racing industry in Michigan, the equine event facilities, and the trails in Michigan? How will this money be divided? 4. What activities are you planning for promotion. We have heard of the EIPGM wanting to put billboards up along highways in Michigan and other states. Also we have heard that they want to put commercials on TV in other states. How is this going to help Michigan horse owners? 4. We have heard that the MHC is budgeting $5,000.00 for the EIPGM's use. Is this correct? 5. We have heard that the EIPGM is going to use this $5,000.00 from the MHC to send positive information supporting the "tax" assessment to horseowners. They are to get the names and addresses for this from the MDA's list of horseowners who had coggins tests run on their horses in 2001 and 2002. Is this true? 6. Is it true that the MDA will be giving this list of names and addresses to groups whose causes they support? 7. If the EIPGM decides they want more and more money, what is to say they will not go back to their original idea of adding $1.00 per tube of wormer? And what is next - tack, farrier costs, groooming products? 8. And what of this census? The EIPGM says they need to know how many horses are out there, where they are, what we spend on hay, grain, barns and fencing, trailers and trucks to prove we have an economic impact, but do you want all this infomation available to anyone with a click of a mouse. Personally, I have some real concerns about this fund, If the same group of people who thought this up are going to administer the fund. These are the same people who still feel that all horses in the state should have a coggins test run every year and every year and every year. I am also concerned because most of the people who attend these meetings (EIPGM, MHC and Horse Advisory Committee) are all from areas south of M-21. There is never any input from Northern horse owners. These organizations think they represent the horse owners of the entire state but their meetings are always in the southern part of the State and they never make any contact with the northern part. I wonder when was the last time the president of the MHC made a telephone call to any northern MHC member organization to ask their views on any horse related issue. They really forget we exist. I have been a member of the MTRA for almost 25 years. If this "tax" assessment is going to cost me $2.00 per horse per year, I would rather open my check book and send the MTRA $14.00 - $20.00 each year. At least I know that it would be used for the trails. I know the harness horse industry in Michigan needs help and I know the fairgrounds and show and event facilities need help, and I know that the trail organizations in Michigan need help, but I feel it is up to the people that use those facilites to throw money at them, if they choose to do so. I do not need a promotional group to collect my money and deciding which organization is the most needy and who deserves it. I know which trails I ride and which groups support those trails. And I have no desire to send my money to race tracks or fair grounds. The people that use them need to support them. Before you vote yes for the EIPGM, all horse owners in Michigan need to decide how they want their dollars spent. Do you really want other people deciding who deserves your money or do you want to do it for yourselves.

There is no help there to be found just another burden. The cost of hay, grain,farriers,gas to get it all,and lets not even talk about the 500+ my shots are going to cost. Why on earth would anyone that owns a horse in the state of Mi want another tax in any name added to what we pay out for the privilage of owning a horse. They are referring to an organization called EIPGM - Equine Industry Promotional Group of Michigan - which was initiated by Michigan Horse Show Association, Michigan Farm Bureau, Michigan Harness Horsemen's Association, Michigan Dept of Agriculture, MSU, and Michigan Horse Council (MHC). IN addition, EIPGM is supported by Michigan Equine Practitioners Association, Michigan Veterinary Medical Association, Michigan Thoroughbred Owners and Breeders Association, and Horsemen's Benevolent and Protective Association. The MHC Proposed Tax on Horses March 5, 2002 We are near completing our findings regarding this outrageous proposed tax on horses sponsored by the Michigan Horse Council and our group is currently planning an effective opposition strategy. There are many, many, many opponents, as we see our mailing and contact lists growing enormously since last Fall. We will keep you informed. One item I will share with you is the fact that MHC intends to donate thousands of dollars from its treasury to support a thinly disguised mailing to Michigan horse owners in support of this tax initiative. MHC is a registered non-profit organization and IRS regulations expressly prohibit non-profits from spending money for political purposes, etc. In the event that MHC in fact is found to be in violation of IRS regulations, we can forsee the possibility of a class action law suit against MHC as a group and possibly individual law suits, or some form of legal action in the courts, against MHC individual and group members. While we are not lawyers, I am told by lawyers within our group that this may indeed be possible. If your organization is supporting this MHC tax initiative, it might be in your best interests to inform them of these possible consequences. Looking for a good trail horse for my husband. He's six foot, four inches with a 36 inch inseam, so he needs a big boy. Ideally, we'd prefer a gelding that is at least five years old and calm and responsive on the trail. Will probably do some competitive trail riding. My husband will also want to do some light jumping, so the horse should have the right attitude/conformation for that as well (although I can train him myself). Any breed except Appaloosa (love the breed, had a heartbreaking experience with moonblindness that has made us both gunshy). Would love a TB or Morgan cross, but will consider all other breeds as long as they have the right disposition (must like attention, because he'll get a lot of it!). Don't have a huge budget, but will provide an excellent, loving home. I can provide references if necessary. To reduce the risk of water buckets being knocked over, when your horse is on a picket line, place the bucket in a milk crate. Same thing if you are taking a 25 pound propane tank. Put it in a milk crate and then bungee or tie the crate inside your pickup to keep it from sliding around. One last milk crate tip. After trailering and cleaning out the trailer, lift the floor mats and support them on the REAL (sturdy) milk crates. This will allow air to circulate under the mats to dry out the wood.
